City Manager
Council-manager government combines the political leadership of elected officials with the managerial experience of an appointed manager. All power and authority to set policy rests with the Mayor and City Council. The Mayor and City Council in turn hire a nonpartisan manager who has authority to run the day to day operations of the city.  In Bellbrook, the City Manager is also the Finance Director responsible for managing the development and administration of the city's budget and fiscal operations.

Mark Schlagheck was appointed City Manager/Finance Director in November 2008.  Prior to joining Bellbrook, he was the Finance Director for the City of Centerville.  He also worked for the Hamilton City School District and the Auditor of State.  Mark holds a Bachelor of Science degree in Accounting from the University of Dayton and a Masters of Public Administration from Wright State University.  Mark is also a Certified Public Accountant.


Mark is married to Jesse and has two sons and one daughter.

The City Manager's office includes Finance, Utility Billing, Human Resources, and Planning/Zoning functions.
